This book argues and proposes strategy of local government and how to reorganize regional system of government under economic globalization. First it argues on conversion toward multi-level governance and reformation of Swedish local government based on the understanding that there is growing trend toward multi-polarization of national structure following to economic globalization. Second it argues that strategy to raise advantage of local area becomes important subject and proposes policy to be executed through multi-level governance under the situation in which big companies have become foot-loose and incorporated into global network. Third it argues, based on investigation on the policy of Gothenburg Sweden and civil society necessity to reform public sector and to raise ability to govern both of citizen and government and proposes reform toward Learning City. These on the whole this book argues and proposes what is multi-level governance and how it should be strategy of Local and Regional government which is hot issue today for people relate to local government and policy.
