In Tunisia, the efforts made in terms of development are major. The different orientations aim essentially at the integration of the whole population in the economic sphere in order to meet the global challenges. But despite these efforts, the fruits of development have been unevenly distributed across the country's different regions and socio-economic growth has favored some governorates much more than others. This spatial inequality between regions is, in fact, the product of the concentration of services and production apparatus with poor government governance. This paper attempts to highlight the territorial development in Medenine, Tataouine and Bénikhedache located in South-East Tunisia. The aim is to identify intervention niches in order to support young unemployed graduates to meet the needs of local markets by creating their enterprises. The working approach is based on the elaboration of a mapping and a rapid assessment of the economy of the target municipalities as a basis for launching an integrated process of Local Economic Development.
